Sabato 22 gennaio Lies e la Rete Beni Comuni di Padova hanno promosso un incontro con i ricercatori del progetto Heteropolitics. Il sito del progetto mette a disposizione sei rapporti che illustrano i principali risultati del percorso di ricerca triennale, fra il 2017 e il 2020.
I primi due rapporti, redatti dal coordinatore del progetto, Alexandros Kioupkiolis (Università di Salonicco), e il terzo rapporto sui beni comuni digitali, redatto dal George Dafermos, discutono le teorie e le pratiche dei beni comuni e delle politiche democratiche “alternative” (da ‘alter-politica’ o ‘eteropolitica’), cioè impegnate in prospettive trasformative egualitarie, democratiche ed ecologiche. I rapporti 4-6 presentano i principali “casi” studiati dal gruppo di ricerca di Heteropolitics formato da Antonio Vesco, Aimilia Voulvouli e Manuela Zechner che hanno osservato e descritto esperienze locali in Italia, Grecia e Spagna, partecipando in prima persona ai processi locali.
Ascolta l’incontro “Beni comuni e usi civici in Grecia, Italia e Spagna”
Aprendo l’incontro, Antonio Vesco ha ricordato gli aspetti caratterizzanti e comuni ai diversi modelli di riconoscimento e gestione dei beni comuni, in particolare tramite usi civici e collettivi: assemblee aperte ed eterogenee; la (relativa) fluidità con cui le persone possano attraversare i luoghi considerati beni comuni, perché gestiti in modi non ideologizzati e non gerarchici. I soggetti che si prendono cura dei beni comuni non si configurano, quindi, come associazioni o enti gestori per conto dell’amministrazione, ma, piuttosto, come comunità aperte che alle amministrazioni locali propongono di riconoscere dimensioni e modalità informali di aggregazione.
Rispetto ai tre Paesi presi in considerazione, ha ricordato come in Grecia, anche in risposta alla crisi economica, il “riconoscimento formale” dei beni comuni sia rimasto sottotraccia, a favore di iniziative di mutuo aiuto e generazione di reddito attraverso forme cooperative. In Spagna, i movimenti che promuovono i beni comuni, nello spirito del movimento 15M, si siano caratterizzati per un investimento in prima persona nelle elezioni locali, in una logica di “municipalismo”. L’Italia si segnala come il Paese che, dopo il referendum sull’acqua del 2011 e l’occupazione del Teatro Valle a Roma (Aa.Vv, Teatro Valle Occupato. La rivolta culturale dei beni comuni, Derive Approdi, 2012), ha cercato di dare articolate forme giuridiche ai beni comuni. Il caso Napoli
Il Comune di Napoli ha registrato una significativa partecipazione dal basso, con occupazioni di edifici e capacità di dialogo con la giunta di De Magistris: dal 2011, gruppi di cittadini hanno individuato beni in disuso a Napoli provando a valorizzarli e a riportarli alla pubblica fruizione, autorganizzandosi in comunità per ripristinarne il valore d’uso a cui erano votati attraverso percorsi e iniziative di cittadinanza attiva e praticando l’uso civico sulla scorta di sperimentazioni come quella dell’Asilo Filangieri (info sul sito della Rete dei Beni Comuni di Napoli).
Sotto la Mole e la torre degli Asinelli
Diverso è il caso di Torino che, rispetto a Napoli, ha avuto una minore capacità di far rete a livello cittadino pur registrando evoluzioni significative quali la decisione a dicembre 2019 dell’Assemblea Cavallerizza di costituirsi in Comitato d’uso civico in forma pauperis e l’approvazione da parte del Consiglio Comunale del Regolamento per i beni comuni urbani, che riconosce sia l’uso civico, sia la Fondazione bene comune (sul modello del Teatro Valle Occupato).
L’orientamento del Comune di Bologna è più legato alla logica dei “patti di collaborazione” fra amministrazione locale e comitati di cittadini (qui il sito dedicato dal Comune di Bologna).
Più strategie, un unico obiettivo
Alexandros Kioupkiolis, in riferimento al contesto europeo e italiano ha identificato un “modello Bologna” ed una “via napoletana”, identificando la prima come una strategia che muove dall’alto verso il basso e che diverge in alcuni aspetti cruciali rispetto alle scelte operate a Napoli, pur riconoscendo che entrambe possano contribuire a cambiamenti orientati dalla promozione dei beni comuni, dall’innovazione sociale, da processi di democratizzazione. Di fronte alla crisi dell’attuale modello neoliberista, ha posto l’accento sulle condizioni che permettono la crescita di cultura e pratiche contraegemoniche, ricercando condizioni e elementi per un lavoro di rete anche a livello internazionale in grado di stabilire legami e scambi fra processi e contesti anche molto diversi fra loro.
Municipalismo a Barcellona
Manuela Zechner, facendo riferimento al libro Commoning Care & Collective Power (Transversal, 2021), ha tracciato le “genealogie gemelle” dei beni comuni per l’infanzia e delle micropolitiche del municipalismo a Barcellona. Ha raccontato come i movimenti di base si siano impegnati in nuovi esperimenti che investono anche le istituzioni ispirati dal movimento spagnolo del 15M, in particolare da nuove politiche femministe. Il focus della ricerca è quello delle iniziative e delle politiche di cura, in particolare dei bambini, a Barcellona. Fra i temi toccati vi sono stati quelli dell’interdipendenza e dell’autonomia delle iniziative autogestite di cura rispetto all’amministrazione locale; tema che interseca e osserva, a livello micropolitico, quello del potere edilizio, dell’idea di bene comune, di legami di quartiere e di come investono la città.
Da giovane madre, Zechner onora il lavoro di base delle reti di madri e degli asili comuni, raccontando il lavoro autogestito di cura e di rete fra le singole iniziative nel quartiere di Poble Sec, attraverso il dialogo fra educatrici, operatrici dei servizi sociali, pediatre, madri, e amministrazione locale.
L’ex Macello di Padova
Francesco Spagna ha condiviso un contributo specifico sull’Ex Macello di via Cornaro a Padova che, a partire dalle iniziative promosse da metà degli anni Settanta da Francesco Piva e dalla Comunità per le Libere Attività Culturali (CLAC) che hanno trasformato quell’area in un esempio generativo di uso civico e collettivo. Ne ha sottolineato, in particolare, la dimensione dell’apprendimento che si è voluta caratterizzante delle diverse iniziative e che ha visto operare, per esempio, una scuola edile quando si è trattato di restaurare e rendere agibili gli edifici.

In chiusura, Francesco Facchinelli, per la Rete Beni Comuni, ha condiviso l’iniziativa, in corso, di mappatura degli spazi vuoti ed in disuso a Padova, estendendo l’invito a collaborare (a questo link la mappa da implementare).
