L’eterogeneo arcipelago dei Beni Comuni è da decenni, un tema di studio oltre che un orizzonte di pratiche collettive volte a mettere al centro del dibattito, le comunità e la cura dei territori. La sfida che in questo caso coincide con una domanda, è se queste pratiche possano contribuire a rendere più democratiche le democrazie, se la collettività possa dal basso alzare l’asticella del concetto stesso di partecipazione. In Italia si è assistito negli ultimi anni ad un intensificarsi di studi sul tema, esperienze come quella di Napoli (Asilo Filangeri) insegnano, fanno scuola e soprattutto tracciano un solco. L’uso civico e collettivo ampiamente sperimentato nella città partenopea e frutto di un processo di studio “aperto”, oltre che di formazione e ricerca è la messa in pratica di un ideale che invece di essere marginalizzato viene riconosciuto dalle autorità competenti.Viene quindi lasciato spazio alle comunità di autodeterminarsi e di cimentarsi con le pratiche decisionali che ritengono più opportune e aderenti al desiderio della comunità stessa.

Questo rappresenta ad oggi un unicum sul territorio nazionale.

Così facendo il concetto stesso di territorio inteso come l’insieme delle risorse naturali, sociali e fisiche oltre che delle persone che lo abitano e lo attraversano assume un aspetto centrale. I Beni Comuni nelle loro diverse declinazioni non rappresentano una bolla sospesa, una nicchia intellettuale incapace di interagire con l’ambiente circostante, al contrario si intrecciano indissolubilmente con tematiche che rimandano ad assetti più generali e complessi toccando interessi economici e dinamiche di potere all’interno dell’assetto democratico.   

A Padova è stato approvato un regolamento che tiene insieme alla regolamentazione, la pratica dell’uso civico e collettivo, riconoscendo, per ora, solo sulla carta, la possibilità agli abitanti di autogovernarsi e di gestire collettivamente un determinato spazio identificato dalla stessa comunità come un Bene Comune.

Il tema degli spazi è in questo caso dirimente poiché negli ultimi cinque anni si è assistito  progressivamente allo sgombero dei luoghi che in città garantivano la possibilità di una socialità svincolata da logiche commerciali e di consumo. Luoghi preziosi di cura, di confronto e di responsabilità verso l’altro. Spazi capaci di produrre un valore sociale che impatta sugli ambienti urbani, e non, in cui sono inseriti.  

Padova è una città che già presenta quasi il 50% di suolo consumato, la percentuale più alta in Veneto, che a sua volta è la seconda regione in Italia (Fonte Rapporto ISPRA 2021). Ciononostante la direzione continua ad essere quella di progredire nella cementificazione, come dimostrato dagli 11,15 ha di consumo di suolo tra il 2019  e il 2020. 

La scelta paradossale, quindi, è quella di continuare a consumare una risorsa naturale già compromessa invece di recuperare e rivalorizzare spazi già costruiti ed inutilizzati.

Inoltre, negli ultimi anni si è assistito, come si accennava in precedenza, alla criminalizzazione e allo sgombero di varie realtà che invece questo lavoro di recupero lo stavano facendo, utilizzando questi spazi per dare dei servizi alla comunità, talvolta anche andando a riempire dei vuoti e storture dell’amministrazione. E’ il caso, per citarne alcuni, della Clac in Ex-Macello e di Casetta Berta che si trovava in un edificio abbandonato alla regione.

Come Rete dei Beni Comuni, a fronte del percorso assembleare portato avanti nell’ultimo anno, abbiamo deciso di elaborare uno strumento digitale collettivo, pensato per mappare gli spazi abbandonati sul territorio. La prima ragione che ci ha spinto a concentrarci su questo progetto è perché crediamo sia importante avviare una discussione a livello cittadino riguardo agli spazi abbandonati e alla loro rivalorizzazione, con logiche che vadano aldilà del mero profitto economico. Per creare le condizioni necessarie affinchè questo processo possa svilupparsi al meglio, riteniamo che la disponibilità di informazioni create dal basso e liberamente accessibili sia un elemento fondamentale.

La mappatura vuole essere uno strumento in mano ai cittadini per prendere parte ai processi in atto nella città. Non solo segnalando i luoghi abbandonati, ma anche creando proposte per il loro recupero.

In questo senso, la mappa dei luoghi abbandonati vuole fungere da risorsa per tutte quelle realtà o que* singol* che vogliano avviare dei processi atti a restituire questi spazi alla Città e ai cittadini, avviando iniziative di gestione condivisa dal basso, individuando e animando quindi, dei nuovi “beni comuni”.

Infine, teniamo a specificare che la mappatura, per quanto ideata e realizzata dalla Rete come strumento pratico, è essa stessa un bene comune digitale, è pertanto aperta e a disposizione alla cittadinanza tutta. L’abbiamo immaginata come  un luogo di costruzione collettiva di conoscenza del territorio in cui si abita, liberamente gestito e fruito dalla comunità.
