Notizie dall’Ex Macello
La natura di alcuni luoghi assume nel corso dei decenni una dimensione emotiva che trascende il tempo e lo spazio, in questi luoghi è possibile sentire, se ci si pone in ascolto, attento e profondo, l’eco dei passi che li hanno attraversati, la memoria trasuda dalle mura di pietra, gocciola tra le venature delle foglie e tra i solchi ruvidi delle cortecce di alberi centenari. L’architettura dell’uomo sarebbe ben poca cosa se non si fondesse in alcuni fortunati casi con quella della natura. Sono questi, luoghi particolari e rari, radure luminose che interrompono le storture del progresso concepito come consumo indiscriminato di suolo e risorse.
L’ex Macello di via Cornaro è una di queste radure, e molte persone che hanno abitato Padova negli ultimi 40 anni hanno avuto la fortuna di attraversarlo, viverlo e prendersene cura fin dalla metà degli anni settanta (quando il sito ha smesso di esercitare la funzione di macello cittadino).
La Comunità, nata intorno a un’idea oltre che a uno spazio fisico, è nel tempo cresciuta e diminuita e poi nuovamente cresciuta, in osmosi con l’ambiente circostante e con le diverse fasi storiche che ha attraversato, ma è sempre rimasta una Comunità accudente fondata sui principi di orizzontalità, ecologia, e libera espressione culturale, che a distanza di oltre quarant’anni sono quanto mai attuali oltre che, ci sentiamo di aggiungere, necessari. Ma è importante sottolineare come la cura non sia solo quella della Comunità verso il luogo, ma al contempo il luogo stesso si è preso cura della Comunità in un’azione reciproca di scambio tra l’umano e l’ecosistema nel quale agisce. Due anni fa la città di Padova e tutti i suoi abitanti hanno subito una ferita profonda, l’Ex Macello è stato sgomberato, le sue finestre sono state murate, il suo parco Boschivo (l’aula di educazione naturale più famosa del Veneto) dopo anni di incurie è stato in parte e per necessità drasticamente abbattuto. La Comunità che per decenni lo aveva animato cercando purtroppo spesso invano di instaurare sinergie virtuose con le diverse amministrazioni è stata parcellizzata, atomizzata, divisa, con l’efficace arma della assegnazione di spazi alternativi.
Cosa ne sarà dell’ex Macello di via Cornaro a Padova? Sarà l’ennesimo luogo oggetto di speculazione? Il simbolo di un modo di fare cultura “di consumo” o di fare una didattica “della sperimentazione” ma in contesto artificiale (vedi, a questo riguardo, la critica esperienza di FICO a Bologna)? Corre il rischio concreto di trasformarsi nell’ennesimo spazio commerciale-culturale, una cittadella della scienza circondata da aiuole ordinate? Un bel ristorante costoso?
A seguito dello sgombero e nonostante tutto, seppur con i cancelli chiusi, un gruppo di persone appassionate ha continuato la sua azione di cura , mantenendo, per quanto possibile, anche un dialogo con il Comune, Dalla volontà di prendersi cura di un luogo si è generata una “rinnovata” comunità, che ha visto coinvolte persone e realtà eterogenee tra loro, accomunate da una idea di Ex Macello come Bene Comune. Il percorso della Comunità è confluito nel 2021 in un quadro più generale,quello del Regolamento dei Beni Comuni, adottato dall’Amministrazione Giordani nell’ottobre 2021, dopo circa 4 anni e mezzo di gestazione e attesa, e che costituisce oggi uno strumento per definire le relazioni di “condivisione della cura della città” tra amministrazione e persone che la città abitano e compongono.
Cos’è un Bene Comune?
Questa domanda apparentemente semplice racchiude in sé una delle sfide socioculturali tra le più difficili degli ultimi decenni, una panchina può essere definita un bene comune? Non dovrebbe far parte dell’arredo urbano consono a qualsiasi città del mondo? Cosa vuol dire prendersi cura di una panchina? O di un lampione o magari di una fioriera al cimitero? Secondo l’attuale regolamento cittadino la panchina il lampione e la fioriera cimiteriale possono essere riconosciuti come beni comuni, viene naturale interrogarsi se vi sia un fraintendimento di base tra la libertà di usufruire dello spazio pubblico e la cura che può svilupparsi intorno a un bene (luogo o processo) che è reso “comune” proprio attraverso i processi di cura che una Comunità investe sul bene stesso. In altri termini, la panchina, così come una fioriera, o un’ aiuola, costituiscono per definizione un bene pubblico (laddove non siano private), di cui legittimamente, attraverso un patto di amministrazione condivisa, le persone possono occuparsi. Il riconoscimento di un bene comune attiene, invece, maggiormente alle pratiche di uso invalse nel e sul bene e quindi al “valore di uso” che quel bene acquisisce grazie alla comunità che lo ha generato.
La dichiarazione di uso civico e collettivo (elaborata dalla comunità dell’Ex Asilo Filangeri di Napoli e prevista anche dall’attuale regolamento di Padova) è la traduzione giuridica di una storia antichissima che si basa sull’azione e la decisione collettiva, è di fatto un modo in cui la Comunità di riferimento viene riconosciuta dalle istituzioni e ne viene riconosciuto il suo diritto ad autogovernarsi. Sull’Ex macello di via Cornaro a Padova è stata presentata all’Amministrazione Comunale, il 23 dicembre 2021, una dichiarazione di uso civico e collettivo con l’intento di tenere saldamente insieme la memoria e la storia che hanno caratterizzato il luogo con le energie e le contaminazioni avvenute negli ultimi anni (vedi articolo LIES).
A seguito della Dichiarazione di Uso civico e collettivo, è stata promossa una raccolta firme che interrogava i padovani in merito alla destinazione dell’Ex Macello, e sono state raccolte più di 1000 firme in una settimana. Sono stati effettuati alcuni incontri con le Assessore di riferimento del Comune, che tuttavia lasciano la sensazione di combattere contro i mulini a vento: il Comune ha come unico “gingle”, ripetuto in ogni occasione, la possibilità di destinare alla riqualificazione dell’area degli eventuali finanziamenti provenienti da un bando ministeriale (Ministero delle Infrastrutture e Mobilità Sostenibili) che stanzia fondi per la “Qualità dell’Abitare” (PINQUA). Ci domandiamo in che modo la riqualificazione dell’area, destinandola a una gestione privata (sempre secondo i piano dell’Amministrazione) e quindi presumibilmente ad una fruizione a pagamento, e alla costruzione di un “Museo della scienza”, aperto alle scuole, soprattutto, possa incidere positivamente sulla qualità dell’abitare di persone che fruiscono dell’edilizia pubblica e popolare, non configurandosi come possibili destinatari delle iniziative del futuro Ex Macello di via Cornaro. Abbiamo l’impressione che vi siano molti propositi e alcune proposte che finiranno per infrangersi contro interessi politici ed economici di chi concepisce la cultura come un mezzo per fare del profitto. La città tutta, e non solo la testarda Comunità dell’ex Macello, rischia di veder vanificato dall’amministrazione comunale un diritto importante, ossia garantire la possibilità che le persone possano vivere alcuni luoghi della città senza dover “prenotare”, “rendere conto”, “pagare” .
Questa logica del profitto sta già penalizzando la città per quanto riguarda un bene comune fondamentale come l’acqua. Il Consiglio Comunale di Padova ha votato nel 2019 una delibera in 4 punti che viene puntualmente disattesa e, guarda caso, il gestore Hera/AcegasApsAmga non rende pubblico il bilancio effettivo né la Giunta di Padova sollecita il gestore a farlo, così come non vengono condivisi gli allegati relativi ai progetti PINQUA, né le mappe dettagliate relative al Piano Interventi e Piano Verde. Cos’è “comune” a Padova?
