A circa due mesi dalla promozione e sottoscrizione dell’ “Appello per l’approvazione della Dichiarazione di uso civico e collettivo e il riconoscimento dell’area dell’Ex Macello in via Cornaro a Padova come bene comune”, attraverso il quale con più di 1100 firme di cittadini, raccolte in una settimana, si è richiesto all’Amministrazione patavina di riconoscere l’Uso Civico e Collettivo dell’intera area dell’Ex Macello, l’Assemblea di riferimento dell’Ex Macello ha incontrato per 3 volte le Assessore Benciolini e Nalin, con l’obiettivo di riprendere un dialogo interrottosi a seguito dello sgombero avvenuto nel gennaio del 2020.
Nonostante le Assessore abbiano manifestato piena disponibilità al dialogo e comprensione rispetto a quanto richiesto dalla Assemblea, gli incontri non hanno consentito, come avremmo pensato, di essere individuati come punto di riferimento, insieme ad altri attori, per procedere alla co-progettazione di quanto verrà realizzato nell’area.
Esiste un progetto, cui si è fatto menzione anche nella Commissione Congiunta (Politiche Turistiche e Culturali; Politiche di controllo e garanzie; Politiche del territorio, dell’ambiente e delle infrastrutture) del 4 marzo 2022 a valere su un bando pubblico (PINQuA – Programma Innovativo Nazionale per la Qualità dell’Abitare), di cui non è stato possibile avere le specifiche tecniche né la tempistica, eventuale, di finanziamento e realizzazione; non è invece stato preso in considerazione il progetto (non esecutivo, ma intanto di proposta delle attività possibili) che vari soggetti, sin dal 2019, avevano presentato all’Amministrazione, prima dello sgombero, con lo scopo di avviare proprio una co-progettazione, fondata sulla partecipazione di tutti i soggetti che a vario titolo avrebbero potuto mantenere l’area viva e utile per tutte le persone del quartiere e non.
Siamo inoltre stati messi al corrente che i settori competenti (Settore Cultura, Turismo, Musei e Biblioteche) stanno lavorando per portare in Giunta una delibera finalizzata ad identificare dei criteri per la identificazione dell’Ex Macello quale Bene Comune. Anche su questo processo, l’Amministrazione ha scelto di muoversi ignorando (o quanto meno, non ci è stata data evidenza del contrario) sia la letteratura giuridica in merito a “come” si individua un bene comune, sia i criteri che come Assemblea abbiamo indicato nella Dichiarazione di Uso Civico depositata presso gli Uffici Competenti del Comune in data 23 dicembre 2021.
Abbiamo invece condiviso con le Assessore che almeno la parte praticabile del Parco dell’Ex Macello, quello antistante la Basilica, oggi usato per lo più come parcheggio (l’assenza di parcheggio costituisce un problema non secondario per l’ambiziosa progettazione PINQuA), possa restare nella fruibilità pubblica, essendo fino a ieri quell’area utilizzata soltanto da alcuni soggetti e preclusa ai più, secondo modalità gestionali che si possono definire almeno “poco trasparenti”. Pertanto, oggi l’Ex Macello resta aperto quotidianamente dalle 9 alle 19.
Per riprendere il filo intorno a tutti questi aspetti; per confrontarci sulle varie esperienze di gestione condivisa di un bene, o di autogestione presenti in città; per individuare una strategia condivisa su come dare valore alla modalità di “uso civico e collettivo” come modalità possibile anche nella nostra città, vi invitiamo ad un incontro pubblico che si terrà Venerdì 20 maggio prossimo dalle ore 17 alle ore 19. Confidiamo per il confronto anche nella presenza all’incontro dei candidati Sindaci e Consiglieri alle prossime elezioni amministrative, cui rivolgiamo con questa lettera invito esplicito.

avendo un po’ di memoria, ancora ricordo il programma elettorale dell’attuale giunta a guida Giordani, che, eletta al governo della città, ne ha eluso ogni contenuto, in continuità con il furor devastatorio della proprietà pubblica e del territorio con la precedente a guida Bitonci.
Per tanto non parteciperò a nessuna “vetrina”, che servirà solo a imbonire gli elettori (grazie anche ad una stampa asservita che censura ogni voce critica), che saranno comunque traditi.
